One reason that radiators are placed under windows is that is where the highest rate of the heat goes out the house, so the radiator prevents a breeze across the room. The radiator is more likely just doing its job heating the window above and being cooled by the window with less heat left for the room.

Your next step is to consult NASA for a recommendation to test the actual output of the radiator with the output of the window and room.
