Too much flame

I just bought a house that has a gas steam boiler and the heat was working fine for about a month. I had to replace an overflow heat sensor and when I started the boiler back up, the flames came out of the side and cut out the sensor again.
I took out the burners and cleaned them, cleaned the fins up underneath the boiler and put everything back, started it up again. And still not a nice steady blue flame. Flames came rolling out over the side again. THe flames are high and touching the boiler. The service tech at the heating center didn't even know, he thought maybe the gas valve? Not enough gas would cause this? or too much gas? or too much air? I played around with the air vents at the ends of the flame burners, flame went down slightly, but still not at a proper level.

Any ideas? Should I replace the gas valve?
