Gas/Steam Boiler "does not start" automatically

The Untica Boiler is relatively new (less than 5 years.) It has an electronic vent control (to the chimney) and a honeywell box requiring a cut in level of 6-8 to start.
The boiler does not start automatically. I have to manually tighthen the screw to raise the psi to about 6-8 psi in order for the electronic vent control to open the vent and 10 seconds aftrewards for the furncae to kick in.

I took the electronic control out and manually opened the vent...it still requires the high PSI. I read that high psi can be dangerous. The house gets toocold and unless I intervene the furnace does not kick in.
Last time we got someone he changed the electronic vent control and we are where we were.
Any advise?
