Yes, it does; it says in both word and picture that water weighs about 1/2 pound per foot of height. This means that 12 psig forces water at least 24 feet higher than the gauge. If you open a tap that is below 24 feet in height, water falls out.

It's all in the understanding of physics. As most people live in a thought environment before the understandings of science, such things remain magic.
