There is a air valve at the bottom. I went to check the air pressure in tank there and water sprays out. That does mean bladder is bad right? You cant empty that out and refill with air?

+++ right you are. A boiler expansion tank contains air in the bladder and water in the metal tank side. The valve is there to check air pressure, not the sprinkler.
