: Does anyone know if the valves on the top and bottom of the sight glass should be open or closed?

++ Yes, there are people who know.
++ If the valves aren't open when you look, you can't tell the water level. But, if you aren't there to look, they can be closed.

I'm thinking open but when I open them they drip water????!!!!!

++ So you need to get the gaskets that compress against the glass from qa locqal plumbing/heating supplier that carries them.

: Do i need to get this replaced immediately, or will I be able to keep them closed and check the water level manually about every week or so????

++ Yes, you can check the level manually periodically, which is the reason for the glass. The insects that remain in the area are very careless in this regard and won't be useful in checking for boiler safety; they tend to be suicidal in that area.
