Other than the misunderstanding of what the 3.3 ft of head at 3 gpm means:
adding a toe kick interpolates to about another 2.5 feet of head to that loop at that 2.5 gpm flow (which is like adding another 100 feet of baseboard circuit.) Include a balancing valve in the loop without the kickspace heater when repiping for the kickspace heaters.

Your circuits are just right as they are; so I'd prefer to replace the 007 with a 0010 circulator as the single circulator.
