Fouling of tubes

A combination of shell(smoke tube) and water tube ( membrane water wall) boiler with a fixed grate firing arrangement and using agrowaste as fuel has been reported to have heavy fouling in the smoke tubes of the shell facing the furnace. The fuel is generally having moisture level of 40% to 50% by weight. Is there any chance that the high moisture is causing this fouling. If it is essentially so a drying arrangement has to be introduced prior to feeding the fuel into the furnace.If there is any literature which dwells on the possible causes of fouling over the boiler tubes the forum may please provide the same.
