If the tenants don't mind paying triple the heat bill for electric, then that's one way to go as there is less need for service than a gas unit. But then, you could just install electric baseboard for even less problems in the future. Electric costs more than gas because 2/3rd the heat energy of the fuel is wasted at the generators.
If you'd like the tenants to pay lower heating bills, then gas hot water is preferable.
Here's a way to use inexpensive boiler AND make hot water for least cost, saving $500 a year in hot water making also:
