Insulating Steam Pipes

Last year HEATPRO resonded to a question re- insulating Steam pipes from a gentleman who had leftover insulation. This is much cheaper than buying the precut 3 foot pieces. I have a gas steam single pipe system. My question is can I keep the Kraft paper on the insulation? Im using r-13. If so... I assume I would keep it facing outward...I did (2) 2 inch diam pipes so far... and secured the insulation with heavy duty plastic cable ties -temporarily..till I figure out some aluminum/ metal tie answer.. Any ideas what to use as ties and if keeping the Kraft paper on is ok..thanks. You guys are so helpful.
