Check main line vents. They are on the end of the horizontal steam mains. The purpose of the main line vents is to rapidly vent the main so the radiator vents only need to vent the risers and radiators. By venting the main helps to balance the system.
If main vents are not working or not installed the shorter pipes will heat faster than the longer runs. If the thermostat is in an area which heats quicker the slower heating units will not heat properly.
