: The thermostat is not at the return entrance to the heater, so the entire line is not heated. Other taps being opened, those parts of the system purge warm water if there is any left not cooled by lost heat from the pipes.

ok, so not all the cold taps should be warm. just at the end because it doesn't need much hot to bring up the temp in the hot line and also it doesn't need to push warm water all the way through the cold line to the tank?
