If you disconnect the burner firing wires from the downstairs circulator relay that starts the burner, the lower floor circulator will run until after the boiler is fired by the upstairs thermostat. This will stop the burner from firing so often. The upstairs thermostat will to run the burner on so the burner will come on to heat the upstairs, letting the lower floor heat also. The burner will then run til after the downstairs is heated, then the upstairs, then the burner will shut off, making longer, less frequent firing cycles.
