Oil Fired Boiler Questions

I recently had a new WeilMcLain boiler installed and I have a couple of questions:

#1 Is there a way to determine whether or not the boiler is operating at max efficiency without going through the oil company I'm using? It seems this boiler is using more oil than the 30 year old coal fired converted boiler that was removed, and I have been told that some oil companies may adjust the boiler to their advantage.

#2 I have some old asbestos insulation on the steam supply lines. I have worked on some steam plants before and know that the insulation can be wrapped with fiberglass laggin cloth and an adehisive or paste that hardens to prevent the insulation from damage. Does anyone know where you can buy these products?

Thanks
Ryan
