If you disconnect the boiler water feed line after the boiler is filled
AND the expansion tank is large enough,
the pressure will not make the relief valve dump water more than once.
Then, when the pressure has stabilized, you can reconnect the water line to find if there is a problem with the pressure reducing valve(s).
