radiators on upper floor of house not working

i was wondering if someone could help me out with a problem i'm facing in a house that i have just moved into. I have a worcester combi boiler installed in the house. The radiators in the upper floor don't heat as well as the radiators in the bottom floor. I tried bleeding the radiators in the upper floor but no water was comming out, then i noticed that the pressure dial was on 0 of the boiler so i let some water into the boiler and now the valve reading is at 1 when switched off. I would appreciate if someone could guide me what i should do next and what to check in order to try to rectify this problem that i am having.
