If steam systems were more efficient, they might still be putting them in; instead of the few in homes remaining from over 50 years ago.

Insulation is always the fastest, least expensive payback. As you have a home that has a steam system in it, it was built when insulation wasn't a thought, so you have a house that uses at least three times as much fuel as a house built after 1990 with the minimum-efficiency 78% AFUE new heater.

Insulating the home to modern standards with foam and fiber and better windows can pay back more than a thousand dollars a year for whatever you invest.
