No, that is similar to comparing a modern car and a Model T and saying that a modern car is less efficient because it has the added load of an air conditioner and power steering. The AFUE efficiency rating of a heater INCLUDES all motors.
The large piping giving off heat at 212F ON EVERY CYCLE makes it less efficient. There are reasons residential steam systems are no longer installed in new houses, the inefficiency of a steam system is one of them.
