There are other reasons for them not steaming consistently, like the downstairs main vent is not in the right place, is not working, is not large enough, so not enough steam gets to the radiator, just some steam and air, the runouts from main to riser is wrong size or not sloped right, the main has a dip that traps water.

The wrong valve is on the radiator with a seat that is too high so traps water in the radiator, or the radiator has a dirt blockage.

: C)i will have to check the sizes they are also. what are the typical sizes used for a 2 story home? is there any guideline as to how far from the boiler it is or anything

There are no typical sizes for custom steam systems (which every one is). If it is too small, a larger hole is needed - by experimentation. An adjustable can be easier than switching many in.
