The 4081 would be the main thermostat to turn the circulator on when the water gets warmed in the boiler to about 140F and turn the burner off at about 180F. The other control on the pipe (which should be the supply,) would be a secondary high limit set at 200F. As they are the temperatures your system reaches, that might be where they are.

My main concern would be to make sure the pressure relief valve saves the boiler and you. As you don't have upstairs radiation, you probably can make sure the relief valve is replaced with one with a 30 psig limit.
