There is no fixed temperature for all times of the year. As the weather gets colder the water will get hotter to let the radiation put more heat in the room. That is what an outdoor reset controls more precisely than a thermostat.

The temperature also depends upon what kind of system you have, whether an older hot water baseboard system or a radiant floor or European-type radiator system.

There is no fixed answer. For many systems a temperature coming back to the inlet of the boiler and leaving 20F degrees hotter is an acceptable difference.
