Seems you are describing a side-arm heater. They weren't very efficient and the disconnected tubing implies it isn't being used. so eliminating it is the next step. Find out where your hot water is being made and decide if you want to continue using that or to get an indirect water heater.

Continue to let fresh water come into the boiler to replace tha being lost from drips and you will have to buy a new boiler as well.
