A pool heater is an open system while it is running. It makes no sense to run it with the valves to the pool closed and the flow switch jumped out. It you ever attach it to a closed vessel then it must have a relief valve. As for now it is the choice of the local code official. I did have a code official require a relief valve on an open solar box - you can never say no for sure.
