I had the same problem with the short cycling and the upstair radiators not getting hot with my steam system. The only difference between that winter and the winter before was that I changed the thermostat, and after I did so, I also experienced the short cycling and the radiators upstairs not getting hot. I posted a question last year on this forum and Heatpro resolved my problem. It turns out my problem was with the new thermostat. It did not have a "temperature swing" I immediately changed it, and with a temperature swing set at the maximum, and it resolved my problem altogether. The boiler would then stay on long enough to satisfy the thermostat and all the rooms in the house were heated. You may want to look check your thermostat for temperature swing. According to heatpro, a higher temperature swing actually saves on fuel.
