As for a condensing boiler, it makes no difference at all - either you use 140F water temperatures or you don't - the output per linear foot is the same at 140F - you use twice as much length of baseboard of either kind for 140F than at 180F.

As far as cost for the sale of baseboard, it makes a bigger difference to the contractor and supplier's profit line. If the renovation is for a rental, the uselessness of cast iron to the copper-strippers makes it a better investment.
