Repiping old steam one pipe system

I have a two unit (two level) building with two separate one pipe steam (oil fired) systems. Originally the house was piped for a single boiler. Back in the 40's or so they put the second boiler in. They put pipe plugs in the original piping system that fed the first floor, and ran a whole new one pipe sytem from the new boiler to feed the first floor. I want to convert back to the single boiler for the whole house and pipe the first floor back up to the original piping system. I have found it impossible to pull the pipe pluge that have been in the system for 60 years. Should I just cut into and re-thread the existing black iron or waste time trying to get a seized pipe plug out. Any suggestions as to how to pull these plugs? Heat? penetrating oil? Or just cut out the tee and put a union in?
