I'd throw out that dirty old boiler and switch to a modulating gas boiler. The new condensing boilers are pricey and modulate at about 5 stages.

Another alternative is a gas fired Takagi to be used as a boiler. It has the same efficiency as a non-condensing boiler and is considerably less in cost and modulates from about 16 K btu up to about 140k btu (many more than 5 stages). A Takagi to heat my house can cost about 585.00. If I reuse my cast iron radiators, I have to isolate them with a $200 flat plate heat exchanger, which then enables me to get instant hot water off my takagi with a mixing valve. I am considering this as a possible solution to my problem. For assistance with the configuration of this device, Brian at pexheat.com will provide you with drawings and explanations.
