It would be hard to know the cold fill pressure, so just set the expansion tank pressure when isolated from the system to 18 psig, then reconnect the tank to the system. Leave the system pressure at 25 psig. If it goes over 30 psig, the relief will let a little water out (into a bucket.) Then the fill will be OK.
