+++ It is most likely a non-electric radiator valve that works by the air around it heating a metal/wax inside the cartridge. By turning the valve body, you can regulate the heat in the room without a thermostat. I've used Danfoss valves to heat my home for the past 20 years that way. Nothing to touch - set it and forget it.

A Taco balancing valve is easier to set. Put a thermometer on both lines and set for a 20F difference. Ball valves and unions at the radiator make it easy to repair/cleanup/paint later.
