Well Mcclain boiler and indirect water heater

I just replaced an old boiler mate indirect water heater with a well mcclain gold indirect water heater. The new water heater is not heating the water fast enough. It seems we don't have enough flow through it. I have changed the zone valve, circulating pump and have purged the boiler lines to the heater. We even exchanged the water heater thinking it had something wrong from the factory. Still no difference. I noticed on this GV-4 boiler there is a 1/2 inch line that goes directly between the supply piping and return piping on the boiler. I don't know why this is there? Wouldn't this cause the supply water to be reduced so our flow is less to the zones? I am pulling my hair out on this one. I have installed 3 others on different boilers and they all work flawlessly. But they are all different boilers, same hot water tanks though.
