It depends on what you can tolerate. The hi-e boiler will operate just as well with either controlling, as it has to go through purge and startup over some time (there wouldn't be rapid on-off,) it is more a matter of whether you want the temp to swing much or not. Generally, you wouldn't be bothered by the 6-cycle per hour hot water setting. Long cycles are better for flame stabilization to peak combustion efficiency.
