Condensate return piping height

We have built an addition on our house and our plumber has installed radiator steam heat near the back end of the addition. He dropped the condensate line to waist height near the back of the addition and has the line running at that level (sloped of course) all along the wall of the new basement. This makes my new 30 thousand dollar basement nearly impossible to ever finish off. I asked him to move the return line up closer to the 9' basement ceiling. He says it must drop to waist height near the back of the addition. If the pipe drops 10 feet from the radiators to the boiler and has a slope of at least 1" in 10 feet, does it really make a difference where the drops occur?
