Make sure the pressure is set high enough. You should get a good squirt of water out of the highest bleeder. Bleed the whole system twice at all high spots and then shut off the water feed and watch for a pressure drop from a leak. Air may tend to go to that loop. Be sure that it isn't a balancing problem, as in the stat shutting off the heat when you finish bleeding.
