The clip is an optional marker for you to to tell people not to go past the setting. The firing temperature is on the dial. The control has a built-in fixed differential of fifteen degrees to permit the burner to go back on fifteen degrees lower.

Your water temperature should never reach the high limit. The high limit is a safety device, it is there to protect the boiler from excessive temperatures. It is not an operating control to be used to start and stop the burner. The thermostat is supposed to do that.
