thermostat problem or .............?

Hi
My Honeywell T822 mechanical thermostat is driving me nuts. It's set at 21C and connects with a zone valve and the placement of the thermo. in the house shouldn't be a problem. But when it calls for heat, it stays on for only averaging 1 min or less before it quits. Most of the times, the boiler water temperature does not even have a chance to climb up very much. One would think the room temperature therefore couldn't possibly be raised high enough to satisfy this stupid thermostat for it to shut off so soon.... but yet our room temperature seems fine and constant.

Then adjusting its anticipator to the max or trying to replace that with other one didn't help neither.

Do I need to worry about anything here?
