I think this is the air release valve for the air scoop. This is supposed to let any air out that is picked up in the scoop, right above the expansion tank. The plastic thing is just a plug that is supposed to be kept loose - it's really just a dust cap; if you take it out and look at it, you'll see a channel in the threads to allow air to release even if it were tighten up.
