Over-sized boiler

I've read many of the postings here and have run across many that say their boiler is over-sized and it is a problem. If a person has an older boiler in an older house and insulates the house very well he'll end up with an over-sized boiler for his/her home which you say was probably over-sized to begin with. My question is since the boiler is over-sized, why couldn't you reduce the amount of gas going to the burners by way of the gas valve? Wouldn't this reduce the Btu's that the boiler is producing and fix the problem of an over-sized boiler? Would it also cause the boiler to run on less gas and how about efficiency? What do you think?
