You must have the two wires that activate the furnace together that ordinarily go to the thermostat. A heating device needs an operating control to make the burners go on and off independently of the safety overheat control. Yours is operating on the safety device now if there is no operating control like a thermostat. If the two wires or terminals that activate the burner control are not connected, then there is something wrong inside the unit, like a jammed or fused relay.
