Tandem Gas water heaters

I moved into an old home in Brockville, ON last summer. The home is about 150yrs old. ~ 4500 sq ft. The present heating stystem consists of two slantfin GG200 (200,000 BTU each) hot water heaters. The heaters are plumbed in parallel. I'm running the system with just one heater. I closed the intake for the other and turned off the power switch for it. The one heater seems to be able to heat the three zones in our home just fine. The cost is about what i would expect for an older home. My question is why would this have been done? Even through the cold snap we had here lastwinter the 200,000BTU seemed to be enough for "this old house".
