There will be little difference, if any, in the efficiency of a 20-yr-old burner and a new one. Furnace efficiencies are slightly better since 20 years ago. Almost all are over 84% AFUE and can't get over 87% AFUE without being very expensive to handle condensing the flue gases, so are much the same. The difference is in the quality of the materials and the quality of the installation.

There would be little benefit in converting to gas, oil is still less expensive.

You would do as other homeowners, to call three heating contractors recommended by good neighbors to give estimates.
