heating question

I have a oil fired burner providing steam heat thru house, with 2 gallon nozzle, providing heat to 3 family house. Last year thermostat set to 72 degrees and heat ok throughout. All conditions the same, EXCEPT changed thermostat (with 2 degree swing) to a simpler type (with one degree swing). This year, heat is not getting to farthest part of house.

Could this be related to changing the thermostat? The original one had a 2 degree temperature swing, and this one has only 1 degree temperature swing. Is it possible that the steam heat reaches the first and shuts off the thermostat located on the first floor without permitting heat to reach other parts of house (a few risers actually remain cold and were hot last year under all same conditions except for the thermostat)?
