Honeywell Chronotherm IV thermostat question

We have Honeywell Chronotherm IV thermostats (model T8602D). I've noticed that they seem to short cycle alot. In one room that gets the least amount of sun, I hear the thermostat click on when the temp hits 68 degrees. The heat runs for a couple of minutes, and then shuts off (setting is for 68 degrees). Then a few minutes later, the thermostat will again click on at 68 degrees.
There are 4 cycle settings (cycles/hr) that can be set...
9 cph for electric
6 cph for conventional heating
3 cph for high efficiency furnaces or hot water systems
1 cph for radiant or gravity systems
We have fan coils (hydroair). Ours was set at 6 cph and I reset it to 3 cph. Does that seem roight? I guess it means it will only come on 3 times/hr?
