You may recieve differant opinions on this but my answer would be YES. I am not a proponent of stop leaks of any kind. The hog up the system and may create water issues. If the leak is above the water line it wouldn't help any way.
To size a new steam boiler you need to measure all the radiation and calculate the sq ft of steam required. When this is done the boiler is chosen from the connected load figure without adding any thing else such as pick-up factors, as the manufacturers already deduct 33% for this. A properly sized and properly piped steam boiler will give you many years of good service. An improperly sized or improperly piped steam boiler may give you headaches for many years to come.
