The reason for the code is to prevent fire or explosion of fumes until they fill up to the ignition fire of the boiler. It is as safe as the storage of fuel in the garage, including the gas tank of a vehicle. The reason for the code is the dangers experienced at the floor level; so keeping it there is a more sure danger than raising it.
