Do boilers decrease in efficiency over time?

I just bought a home that has a 20+ year old Hydrotherm R-210B boiler. My first gas bill was significantly higher than I had anticipated. I am running at about 130 CCF of gas every 10 days that is resulting in $500 gas bills for a month. The boiler is listed as a 210,000 BTUH input and 168,000 BTUH output (80% efficient when new). The house is 2000 square feet.

I have two questions:

1) Has this boiler gone done in efficiency over the years? I am trying to find out if replacing the boiler with an 85-90% efficient, modern boiler would reduce gas consumption.

2) Also, this boiler seems oversized for 2000 square feet. Would going to a smaller boiler make sense? The house does have quite a bit of heat loss (it's 83 years old).
