Firstly, - have you made sure the pressure is kept below 2 psig, so there is time for the radiators to vent their air before they jam shut from the pressure?

After that, it is a matter of having the vent holes large enough (larger than the ones upstairs) to vent enough air to provide equivalent heat downstairs.

Baseboard is not as high as cast radiators, many of them not having enough height to have the vents at the same height as a standing radiator, so steam hits the vents earlier than standing radiators to shut them off. It is a tricky situation using low radiators in steam systems.
