Invest in insulation now, it will be a constant savings over the years.

Once you know what your heat needs are through having the building heat estimated using a Manual J compatible heate estimate method, size the radiators to the known heat load in each room so you will not have excessive radiators.

This will let you get the right size steam boiler so the occupants won't mess up the system by having to close radiators from the sytem, which will enable the boiler to cycle properly.

The usual immediate problem is that someone has run the pressure of the boiler up over 2 psig so the heat is unmanageable. There are no modern control changes since the 1960's for steam systems. Steam systems are not modern.
