I think you misunderstood me. The balancing valve would be about a foot BEYOND the pump (between the pump and the boiler inlet) as the pump pumps into the boiler inlet. Essentially, the pump would pump toward the balancing valve. Isn't that correct?
The shutoff above the pump would be to isolate the pump just in case the pump had to be replaced.
