Check the temperature difference between entering each circuit and leaving the circuits. If they are greater than 30F difference, they might be improved in output if the pumping rate is higher.

Check the boiler output temperature; it might have been set lower.

Increasing flow and temperature increases output. It shouldn't take much. If it can't be increased, a walll in the largest room with another baseboard loop would give supplemental heat quietly; a blower/coil a bit more sound. The boiler surely has the capacity to handle another output circuit, plus make hot water and maybe do the walkway.
