Closing a one-pipe steam radiator valve might not stop spitting. Sometimes the valve has a notch in the seat to allow water to come out; but while the radiator is steaming, the water can't come out against the steam pressure and more comes in to fill it. Closing off the steam vent and opening the radiator valve can help.

Your steam pressure is probably too high. If air is coming out the upstairs radiator, the main steam vent in the basement is not functioning.
